In fact, most of them won't let you do anything until you deposit a certain amount of money.  No free rolls, nothing.  After so much searching, I have found an awesome site!  These sites work because you win money primarily from other players, not the site, so they keep it fair and balanced.  The site makes it's money from the 'rake', or a small percentage of the pot.

To get started, you don't even have to deposit any money.  There are these great tournaments called free rolls that are just that - FREE.  No deposit required!  Right now, they have them running every half an hour!

If you are new to the game, they also have play money games, which are pretty self-explanatory.  You can play all you want, and learn the basics, strategy, and techniques through actual game play against real people.

This site is called Poker Champs, hosted by Gus Hansen, and I have been loyal to it ever since I found it.  All of my friends play here, and we enjoy 'taking eachother out' in tournament play.
